What London’s Strict ULEZ Regulations Mean for Drivers

If you plan to drive into London, you should know the city’s expanded ULEZ policy means stricter rules and potential charges for some vehicles.

Whether you are visiting for a day trip or commuting daily, understanding how ULEZ works will help you avoid unexpected charges or fines.

What Is the ULEZ?

ULEZ stands for Ultra Low Emission Zone. It is currently the world’s largest clean air zone and a flagship policy of the London Mayoralty. First introduced in 2019, the program expanded to inner London in 2021 and outer London in 2023.

The ULEZ aims to reduce emissions in the capital by requiring drivers of non-compliant vehicles to pay a daily charge to drive in London. It now covers every London borough and neighbourhood and operates 24 hours a day, seven days a week, except on Christmas Day.

The ULEZ differs from London’s Congestion Charge, which applies to almost all non-electric private vehicles driving in central London, regardless of emissions. You must pay both charges if your vehicle is non-ULEZ compliant and you drive in central London.   

ULEZ Charges — How Much Will You Pay?

Vehicles must meet strict emission standards to drive without charge in the ULEZ area. Your car is compliant and exempt if:

  • It is a petrol car registered new on or after January 1, 2006.
  • It is a diesel car registered new on or after Sept. 1, 2015.
  • It is a petrol hybrid that meets Euro 4 emission standards.
  • It is a diesel hybrid that meets Euro 6 emission standards.
  • It is an all-electric or hydrogen fuel cell car.

However, electric car drivers should note that, starting Dec. 25, 2025, they may no longer be exempt from the Congestion Charge in central London if new proposals currently under consideration pass.

The daily charge to drive a non-compliant vehicle is currently £12.50, though exemptions are available.

How Do You Pay ULEZ Charges?

If you need to pay, you can do so online through the official payment portal or the TfL Pay to Drive in London app. You can also set up an autopay service that will charge you automatically every month for charges accrued during the period, covering ULEZ, the Congestion Charge and charges for the Blackwall and Silvertown tunnels.

Planning Your Trip to Avoid ULEZ Charges

Planning can help you minimise charges.

  • Verify your compliance using the vehicle checker on TfL’s website.
  • Research whether you qualify for exemptions. Blue Badge holders, historic vehicles and some disabled tax class vehicles may be eligible for grace periods, discounts or temporary exemptions.
  • If hiring a car, confirm with the rental company that it meets ULEZ standards.
  • Consider public transport options. London boasts an extensive transport network, including buses, coaches, overground and underground trains, trams, river transport, minicabs, cycling routes and walking paths.

1. How can I make my car ULEZ-compliant?

It is sometimes possible to retrofit a car to meet ULEZ standards, but this can be costly and does not guarantee an exemption. If you undertake this project, remember that OEM parts match your vehicle’s specifications, while aftermarket parts can vary. The difference can impact your car’s emissions performance and compliance.

2. What happens if I drive a non-compliant car into the ULEZ?

You must pay the daily charge. If you do not, you may receive a penalty notice, which can be significantly higher than the daily fee.

3. Do I have to pay ULEZ charges before my trip?

No, but you must pay by midnight on the third day following the journey. You can pay up to 90 days in advance, so if you think you might forget afterwards, it’s worth paying ahead.

4. I have a Blue Badge — am I exempt from ULEZ?

Not if you drive a standard car. However, if your car is exempt from vehicle tax due to your disability, you will be exempt from ULEZ during a grace period until Oct. 24, 2027.

5. What happens if I get a ULEZ penalty?

If you get a penalty, follow the instructions to pay or appeal it. Unpaid penalties can add up quickly.

6. Can I appeal a ULEZ penalty?

Yes. You have 28 days from the penalty date to challenge it in writing, using the appeal process outlined on your penalty notice. You must state the grounds for your challenge and enclose supporting evidence.

7. Must I pay ULEZ if I only drive in London occasionally?

Yes, unless your vehicle is exempt. It is a daily charge, so you must pay for each relevant day even if you only travel infrequently.

8. What if I stay past midnight?

The charging period runs from midnight to midnight, so unfortunately, you will owe two charges, even though you are making one single trip.

9. Does ULEZ affect motorcycles and scooters?

Yes, but only if they do not meet the required Euro 3 emissions standard for motorcycles.
